ਓਟਵਾ-ਮਾਣਯੋਗ ਵਿੱਤ ਮੰਤਰੀ ਫ੍ਰਾਂਸਵਾ-ਫਿਲਿਪ ਸ਼ੈਂਮਪੇਨ ਵਲੋਂ 4 ਨਵੰਬਰ 2025 ਨੂੰ, ਬਜਟ 2025: ਕੈਨੇਡਾ ਸਟਰੌਂਗ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ। ਵਿਸ਼ਵ ਪੱਧਰੀ ਅਨਿਸ਼ਚਿਤਤਾ ਦੇ ਮਾਹੌਲ ਵਿੱਚ, ਕੈਨੇਡਾ ਦੀ ਨਵੀਂ ਸਰਕਾਰ ਉਹਨਾਂ ਚੀਜ਼ਾਂ ‘ਤੇ ਧਿਆਨ ਕੇਂਦਰਿਤ ਕਰ ਰਹੀ ਹੈ ਜੋ ਅਸੀਂ ਨਿਯੰਤਰਿਤ ਕਰ ਸਕਦੇ ਹਾਂ। ਅਸੀਂ ਵੱਡੇ ਪੱਧਰ ਦੀ ਢਾਂਚਾਗਤ ਵਿਕਾਸ, ਘਰ ਅਤੇ ਉਦਯੋਗ ਬਣਾਵਾਂਗੇ ਜੋ ਸਾਡੀ ਅਰਥਵਿਵਸਥਾ ਨੂੰ ਵਧਾਉਣਗੇ ਅਤੇ ਲੰਬੇ ਸਮੇਂ ਦੀ ਖੁਸ਼ਹਾਲੀ ਲਿਆਉਣਗੇ। ਅਸੀਂ ਆਪਣੀਆਂ ਕਮਿਊਨਿਟੀਆਂ, ਸਰਹੱਦਾਂ ਅਤੇ ਜੀਵਨ ਸ਼ੈਲੀ ਦੀ ਰੱਖਿਆ ਕਰਾਂਗੇ। ਅੰਤ ਵਿੱਚ, ਅਸੀਂ ਕੈਨੇਡੀਆਨਾਂ ਨੂੰ ਵਧੀਆ ਕਰੀਅਰ ਅਤੇ ਵਧੀਆ ਜੀਵਨ ਯਾਤਰਾ ਲਈ ਸਸ਼ਕਤ ਕਰਾਂਗੇ।

ਕਾਮਿਆਂ ਨੂੰ ਜਾਣਬੁਝ ਕੇ ਗਲਤ ਵਰਗੀਕਰਨ ਤੋਂ ਬਚਾਉਣਾ ਸਾਡੀ ਨਵੀਂ ਲਿਬਰਲ ਸਰਕਾਰ ਦੀ ਤਰਜੀਹ ਹੈ। ਕਾਮਿਆਂ ਨੂੰ ਸਵੈ-ਰੋਜ਼ਗਾਰ ਵਾਲਾ ਦਰਜਾ ਦੇਣਾ ਉਨ੍ਹਾਂ ਨੂੰ ਮਜ਼ਦੂਰ ਕਾਨੂੰਨਾਂ, ਲਾਭਾਂ ਅਤੇ ਪੈਨਸ਼ਨਾਂ ਤੋਂ ਵੰਜਿਤ ਕਰ ਸਕਦਾ ਹੈ। CRA ਲਈ 2026 ਤੋਂ ਚਾਰ ਸਾਲਾਂ ਲਈ $77 ਮਿਲੀਅਨ ਦਾ ਪ੍ਰਸਤਾਵ ਰੱਖਿਆ ਗਿਆ ਹੈ, ਜਿਸ ਨਾਲ ਟਰੱਕਿੰਗ ਉਦਯੋਗ ਵਿੱਚ ਸੇਵਾਵਾਂ ਦੀ ਰਿਪੋਰਟਿੰਗ ਫੀਸ ‘ਤੇ ਲਾਗੂ ਮੋਰਟੋਰੀਅਮ ਹਟਾ ਕੇ ਨਾਨ-ਕੰਪਲਾਇੰਸ ਨੂੰ ਠੀਕ ਕੀਤਾ ਜਾਵੇਗਾ। ਇਹ ਉਪਾਅ ਟਰੱਕਿੰਗ ਉਦਯੋਗ ਵਿੱਚ ਕੰਪਲਾਇੰਸ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰੇਗਾ ਅਤੇ ਕਾਮਿਆਂ ਦੇ ਅਧਿਕਾਰਾਂ ਦੀ ਰੱਖਿਆ ਕਰੇਗਾ।

On November 4th, 2025, the Honourable Francois-Phillipe Champagne, tabled Budget 2025: Canada Strong. In the face of global uncertainty, Canada’s new government is focused on what we can control. We will build the major infrastructure, homes, and industries that grow our economy and create lasting prosperity. We will protect our communities, our borders, and our way of life. Lastly, we will empower Canadians with better careers and a more affordable life.
Budget 2025 will make it easier for businesses to invest in themselves and in our country. For example, the Productivity Super-Deduction is a set of enhanced tax incentives that covers all new capital investment. This will allow businesses to write off a larger share of the cost of these investments right away. By reinstating the Accelerated Investment Incentive, businesses will receive an enhanced first-year write-off for most capital assets. The Super-Deduction will also allow immediate expensing (100% first-year write-off) of manufacturing or processing machinery and equipment, as well as for productivity-enhancing assets, including patents, data network infrastructure, and computers.
Strengthening Law Enforcement is a key focus for our government. As a result, we are increasing federal policing capacity across Canada to combat crime- such as online fraud, money laundering, financial crimes, online sexual exploitation, and organised criminal networkers that threaten Canada’s economic and national security. Budget 2025 proposes $1.7 billion over four years for the RCMP to strengthen their response to a wide range of threats related to transnational organised crime, financial crimes, and money laundering. This would also fulfill our government’s commitment to hire 1,000 RCMP personnel.
In the past six years, Canada’s temporary resident population experienced unprecedented growth that put pressure on our housing supply, healthcare system and schools. We recognise that this system is not sustainable, and we are determined to make it so, for everyone who lives in this country. Our work is already showing results, Asylum claims are down by a third, Temporary Foreign Worker arrivals are down by 50% this year and new international student arrivals have also declined by 60% since last year.
Our 2026-2028 Immigration Plan will stabilise permanent resident admissions at 380,000 per year for three years, which is a reduction of 15,000 from 2025. In tandem, our government will increase the share of economic migrants from 59% to 64%. We will reduce target for new temporary resident admissions, in 2026 there will be a reduction of 57% from the 2025 numbers of temporary resident admissions.
We will improve the recognition of Foreign Credentials. Budget 2025 proposes $97 million over 5 years to establish the Foreign Credential Recognition Action Fund, which will work with provinces and territories to improve fairness, transparency, timeliness, and consistency of foreign credential recognition, with a focus on health and construction sectors.
Protecting workers from deliberate misclassification is a priority for our new Liberal government. Misclassifying workers as independent contractors means that employers are risking their workers losing out on being protected by labour laws and on benefits and pensions that would be available to them if they were employees. Budget 2025 proposes $77 million over four years starting in 2026 for the CRA to implement a program that addresses non-compliance and lifts the moratorium on reporting fees for services in the trucking industry. This measure will strengthen compliance in the trucking industry, while also protecting workers’ rights.
Building major infrastructure and millions of more homes will create high-paying careers for Canadians. Our government will continue to prioritise building together, and ensuring Canadians can see the community benefits of building our infrastructure and housing, including through supporting union labour. Budget 2025 proposes $75 million over three years to expand the Union Training and Innovation Program to support union-based apprenticeship training in the Red Seals trades.
Canada’s new government will keep building stronger communities – by fixing ineffective policies from the past and building a safer future – with tough new laws, big new resources, and practical solutions. We will secure our border and our sovereignty, we will protect our communities and our way of life, and together we will build Canada strong.
